About Tive Lobbying
Tive Lobbying (TL) was founded in 1974 by Ralph Tive as part of his law firm. The past 37 years have seen TL split from the law firm, change operating control to David Tive, and adapt itself to the new political, issue and technical realities of lobbying in the second decade of the twenty-first century. Through all that, TL has maintained some ofthe same clients it had from the start.
Now under the management of David Tive, TL continues its tradition of providing the best in lobbying and government affairs representation to associations and businesses. From its offices across the street from the state Capitol, using decades of lobbying experience andthe most modern technical tools, TL offers its clients the highest level of information, access and accomplishment in Harrisburg, at a reasonable price.

About David Tive
David has over 30 years of lobbying experience in Harrisburg. He began as the Executive Director of a state association, and joined Tive Lobbying in 1983.
He has experieince in working in a variety of areas including education, business, health care, travel and tourism, environment, taxation insurance and many more. Over the years, he has shown the ability towork with both parties in the General Assembly, and wth whichever party controls the Governor's Office. He was a founder of the the lobbyist association and wrote its Guidelines for Professional Conduct. He was also instrumental in the passage of Pennsylvania's lobbyist regisgtration and reportion law.
David is a native of Pittsburgh and has degreesfrom the University of Pennsylvania and the Unviersity of Pittsburgh. He has always been active in the community through many social and charitable activities.

Lobbying Services
Review all bills as they are introduced and amended in the House and Senate to identify those of potential interest to the client.
Provide to client, in a timely manner following introduction or amendment, copies of all legislation which may potentially affect the client’s interests, along with analyses of that legislation.
Provide client on a monthly basis when the General Assembly is in session, or as requested, with a computer database listing of all bills being tracked on behalf of the client, and their current status.
Notify client of upcoming action on any legislation of interest to the client.
Lobby for or against legislation, as directed by client, in the General Assembly, the Governor’s Office and all appropriate administrative agencies.
Notify client of all pending proposed and final form regulations which may affect the client’s interests.
Lobby for or against proposed and final form regulations, as directed by client, before the Independent Regulatory Review Commission, the General Assembly and administrative agencies.
Work with client to develop a list of potential nominees to be submitted to the Governor, legislative leaders or other appropriate officials and agencies for appointment to openings on boards and commissions where client seeks to be represented.
Lobby for or against appointment or confirmation of nominees to boards and commissions, as directed by client, in the General Assembly, Governor’s Office and all appropriate agencies.
Work with appropriate state agencies and departments on contracting and procurement issues, as requested by client.
Assist in the drafting of testimony to be presented at legislative or regulatory agency hearings.
Attend all client board meetings, membership meetings and conventions, as requested by client, and make reports to attendees as directed by client.
Meet with client officers or staff as needed to bring them up to date on legislative developments and to develop positions on upcoming issues.
Write summaries of legislative activities to be used as reports to Board of Directors or for inclusion in client newsletters or websites as requested.
Provide educational workshops to client members and staff, if requested, on grassroots lobbying and on how the legislative and regulatory review processes work.
Provide training to client’s members and staff on how to engage in lobbying at the grassroots level.
Assist in coordination of grassroots lobbying efforts.
Provide data to client on each legislator’s districts, backgrounds, office locations, phone numbers and voting records, where available and as requested.
Provide advice and input to client to aid in decision-making with regard to political campaign contributions.
Attend political campaign fundraisers on behalf of client as requested.
Provide assistance in creation and operation of a political action committee, and in fund raising for that committee, as requested. (A supplemental fee is usually charged for this service.)
Register as lobbyist for client and assist in client compliance with all relevant lobbying laws, regulations and rules.
